These foam two-colored red and yellow counters can be used for part-part-whole relationships.  Using the 5 frame boards, 10 frame boards or 20 frame boards help the student build the relationships to five and ten and also the important concept of "make a ten" when adding numbers.

They are packaged in sets of 200.  It is recommended that each student have a set of 20.
